morceau que j’aime beaucoup. La voix de la chanteuse et la musique transporte et apaise je trouve. Et les paroles sont très vraies aussi.

إلغاء شرط أداء الخدمة الوطنية من ملفات التشغيل في الوظيف العمومي

أصدر رئيس الحكومة، عبد العزيز بلخادم، تعليمة جديدة تتضمن إلغاء شرط أداء الخدمة الوطنية، بالنسبة للشباب الراغب في الترشح لمناصب العمل في الوظيفة العمومية، أو الذين ينوون إيداع طلبات العمل في مؤسسات ذات الصلة المماثلة·

وقالت مصادر متطابقة، أن التعليمة تم توقيعها بالأمس فقط من قبل رئيس الحكومة، تكون قد وردت إلى كافة القطاعات الوزارية بالإضافة إلى العديد من المصالح المعنية· وتضيف المصادر أن الحكومة توصلت إلى نتيجة حول سوق العمل، تؤكد أن العديد من الشباب من ذوي الكفاءات والشهادات العليا لم يستطيعوا الالتحاق بعالم الشغل بسبب عدم حيازتهم على تسوية إدارية تجاه الخدمة الوطنية، ورغم أن المصادر لم تورد أي رقم حول عدد الحالات التي أدت برئيس الحكومة إلى إصدار تعليمة من هذا النوع، إلا أن نوعية القرار تعكس على الأقل مدى الصعوبة التي اكتشفتها المصالح المعنية بالتشغيل، وهو الأمر الذي نبّه الحكومة - حسب من أورد إلينا الخبر - إلى هذه الوضعية·

من جهة أخرى، أوضحت نفس الجهات، أن التعليمة الحكومية لم تلغ شرط أداء الخدمة الوطنية على الشباب المترشح لمسابقات أو لمناصب عمل في القطاع العمومي، دون أن توضح بأنه على المتقدمين إلى مناصب العمل وأصحاب الطلبات، أن يبرروا وضعياتهم تجاه الخدمة العسكرية، خلال الفترة التي يتعين عليهم فيها طلب العمل، وهذا معناه حسب المصدر، أنه يمكن لأي شاب جزائري أن يتحصل على منصب شغل في القطاع العمومي وإجراء المسابقات المرشحة لذلك، بالموازاة مع شروعه في تسوية وضعيته العسكرية، ”كما لا يقبل ملف أي شاب لم يبرر وضعيته مهما كانت تجاه الخدمة الوطنية ”·

هذا القانون الذي أقرته حكومة أحمد أويحيى في سنة ,1997 بصفة رسمية، توسع في نهاية التسعينيات ليشمل منع الخروج من الوطن بالنسبة للشباب غير المسوي لوضعيته تجاه الخدمة الوطنية، والذين تتراوح أعمارهم بين 18 و 23 سنة، إلا أن ذلك لم يتم العمل به لأكثر من سنتين·

يذكر أن هذا القانون الذي بقي ساري المفعول لأكثر من 11 سنة، حرم الكثير من السياسيين من الترشح لنيابة الشعب في المؤسسات التشريعية وحتى التنفيذية، مثلما حدث مع عبد المجيد مناصرة في حركة مجتمع السلم ووزارة الصناعة، كما يُنتظر أن يترتب عن هذا القرار صدى إيجابي، خاصة لدى الشباب، الذي طالما انتظر مثل هذه الإجراءات التي تنفس عليه أزماته الاجتماعية، كما ربطت المصادر القرار، باتباع السياسة الجدية للشبيبة المتمخضة عن آخر اجتماع بين الحكومة والولاة الذي أشرف عليه الرئيس مؤخرا
